Preheat the oven to 350F and line baking sheets with parchment.
Melt butter and chocolate in a double boiler and cool.
Whisk sugar, eggs, and vanilla until light and fluffy. Fold in chocolate/butter mixture.
Sift flour, cocoa, and baking powder and fold into above mixture.
Place tablespoons on to baking sheets and bake 10-12 minutes. Cool.
For icing, cream all the ingredients together.
Fill whoopie pies with icing and cover sides with toasted nuts or coconut.
